To my opinion you ‘d better forget about the one-time-only subsidy of €700,00. When you have a MDOP it’s not binding, the meeting will still have to decide on spending/investing the money. The MDOP will only give you a nice picture of what lies ahead.
Furthermore, sustainability is not a task of the association of owners.

As you posted earlier making the needed/right decisions will get harder when the costs rise. I’d concentrate on getting the necessary matters done. A MDOP may support your opinion, and might also help (a little) to convince the other owners, but may also prove to be of very little value in your right and good cause.
